Pennsylvania Nonprofit Reporting Requirements

Under Pennsylvania's Solicitation of Funds for Charitable Purposes Act (Act 71), nonprofits registered to solicit contributions in PA must file financial statements with the Bureau of Charitable Organizations. The required level of reporting depends on your annual gross contributions:

Changes on the horizon: In June 2026, the Pennsylvania Senate unanimously passed Senate Bill 1183, which would raise these thresholds for the first time since 2017 — requiring an audit only at $1 million or more, a review or audit from $500,000, and a compilation, review, or audit from $150,000. The bill still needs to pass the House and be signed into law, so current thresholds remain in effect for now. We track this legislation closely so your organization is never caught off guard by a compliance change.
